U.S. Virgin Islands (USVI) is an organized, unincorporated territory of the United States of America. It has responsibility for public safety, health, public housing and welfare, education, transportation and communication, and culture and recreation. It also has the power to issue bonds and borrow funds, an authority extended to certain other public corporations and government instrumentalities. Total long-term debt for USVI is $6.5 billion, consisting of debt and pension liabilities.
